What is poweder? They used poweder to put out the fire after thirty minutes?

Just recognise that this paper is run on a shoestring. The majority of us - even including you, Proofreader - make similar mistakes, and worse, in our hasty writing.
The thirty minutes was probably the interval from when the people called 999 to when the blaze was extinguished. I think the firefighters have a website where you can see all this stuff if you are interested.
