FINES worth £1 million handed out to motorists caught using Colchester’s new bus lanes have been waived following an online uproar.

Rodney Bass, Essex County councillor responsible for highways, yesterday decided anyone issued Penalty Charge Notices for going up North Hill and for turning from the High Street into Queen Street.

It is believed nearly 17,000 tickets have been handed out in the eleven weeks since enforcement of the bus lanes began on October 24.

The decision follows a flurry of appeals by motorists who said they were unaware the bus lanes had been introduced, and who did not see the limited number of signs advertising the restrictions.

Will be interesting to see if the Council now advertise more now in papers, around the town etc seeing as they have lost £1m for their own pockets. Maybe change the bus lanes only to certain times seeing as (last time I checked) buses don't run 24/7 in Colchester, and the ones that are no longer to be used as bus lanes, re tarmac?!?! Get the roads sorted before bringing in any more traffic.......

Guess all that's left to do is to remove them and give up on the stupid idea, lets return Colchester back to what it was, and hopefully the now quiet town will become popular again!

As you were a former Policeman I assume you were required to abide by the regulations when enforcing the letter of the law, and quite rightly so. However, these bus lanes do not comply with the very regulations that the authority is using to issue penalty charges. Therefore is it right for them to penalise people for breaching traffic regulations when they are breaching the same regulations?
As the authority has raised so much money in such a short space of time through these charges would you not consider their motives for having the lanes in the first place, or the failure to correctly sign the lanes as per the regulations they are so quick to enforce?
I do not believe the bus lanes are needed in the first place, I believe only three people of all those surveyed thought they were a good idea. However, I agree that if you break the rules you suffer the consequences, but the rules must apply to all .

well i got something to say POWER TO THE PEOPLE and by the way I am not brainless as you I am a solicitor with a 1si degree from oxford who sadly now works in colchester. I thought the signs were clear enough, but still got a ticket when Essex Police blocked off the whole of Balkerne Hill and told me to "go the other way" .
However I don;t understand the logic of having a bus lane up North Hill (when there are very few buses) and not one along Head Street - where there are loads of buses slewed across the road - shouldn't it be the other way round?
On another note - why can't bus drivers pull into Bus stops properly - they always seem to be half in/out or parked on the yellow boxes, ensuring no one else can move!

Call me old fashioned but I prefer solicitors who can spell/use grammar/not respond with "in your face" because they seem to think "soclittour"s have more right to complain than the average person.


As far as the cancellation of fines goes, I'm 50/50; I think people would complain anyway, and any fines gained on North Hill I think you have absolutely no excuse as it's very obvious. I'd take the argument heading right onto Queens Street, because I can see situations where that may not be visible, and the sign probably should be a bit further back down the high street to pre-warn people.

The very obnoxious man there sent me to the (ECC) Library in the precinct.

The (ECC) staff there suggested I talk to the Colchester Borough woman on a computer nearby. She was busy so they discussed the matter and told me it was nothing to do with them but was an (ECC) Highwaysd matter.

Have Colchester Borough relinquished control of their roads to ECC?

Needless to say, I don't hold out much hope of ever getting the map I need if I ever get to Chelmsford.

For a start they would not refund £1Million unless they were taking some responsibility for error. The quantity of people still using it was a good indication something wasn't clear. We all saw the signs I agree. It was only unclear due to a lot of signs still being shown when it was initially cancelled.The road markings were showing when you could use the bus lane. I went to the Town Hall yesterday to ask for a map of the restrictions so as to be able to plan my routes in future. The very obnoxious man there sent me to the (ECC) Library in the precinct. The (ECC) staff there suggested I talk to the Colchester Borough woman on a computer nearby. She was busy so they discussed the matter and told me it was nothing to do with them but was an (ECC) Highwaysd matter. Have Colchester Borough relinquished control of their roads to ECC? Needless to say, I don't hold out much hope of ever getting the map I need if I ever get to Chelmsford.
Yes Heinz. Essex County Council took control over all highway matters about 10 years ago. The Borough would not be able to help you as it is a County matter.

Firstly I want to say I don't think the bus lanes are a good idea, but, I really do get annoyed at people who claim ignorance and bemoan lack of knowledge and lack of signage. I don't get a local paper, I sometimes read this online version, but not religiously. I don't drive in town very often, as a previous poster said there's not really any reason to be driving up north hill, down high street and then down queen street, you end up on southway where you could've got to a lot quicker by going up balkern hill and onto southway! However, on one occasion when I dropped someone off on head street I headed down high street and was going to turn right onto queen street when I remembered the car ban. I had to head all the way down east hill and up brook street etc to reach my intended destination. The point being, I did the right thing, even though it was a pain in the a@&e, I didn't break the rules and then moan and groan when I got caught! I appreciate some people who aren't local would get caught off guard, but the rest of them are just chancers who are probably sitting at home filling in their PPI claims forms!

Back to the key point on 'bus lanes : many drivers have been innocently and genuinely confused with the issues of 'suspension/ re-instatement ' of the whole business. They did not mean to transgress and , in my view, they have not deserved the harsh criticism and abuse from some on this thread...
