On Wednesday night, a full council meeting will be held to decide Colchester Council's budget in 2013/14.
The Lib Dem, Labour and independent coalition administration has recommended the borough's portion of the council tax paid by residents is frozen.
Likely to attract debate will be a recommendation that councillors all receive a 1.5 per cent increase in their allowances, in line with a pay rise for staff.
